The Perfect Storm: Ransomware Attack on Hof van Twente 2020Municipality of Hof van Twente
In late 2020, the municipality was hit by a ransomware attack that encrypted all servers and destroyed backups. A subsequent audit by the Rekenkamer (Court of Audit) revealed that a firewall misconfiguration had left an RDP port open on an FTP server, secured only by the weak password 'Welkom2020'.
The municipality lost years of data and faced recovery costs exceeding €4 million. The audit highlighted a lack of administrative oversight and a failure to act on previous warnings regarding information security maturity.

Maastricht University Ransomware Incident 2019Maastricht University (UM)
A large-scale ransomware attack in 2019 paralyzed the university's digital infrastructure, affecting 19,000 students and 6,000 employees. The attack originated from a phishing email and exploited unpatched servers and a lack of multi-factor authentication (MFA).
The university paid a ransom of 30 Bitcoin to restore systems. Following the incident, UM published a 'Lessons Learned' report and underwent a rigorous security audit, leading to the implementation of the 'UM Cyber Security Program' to align with the BIO (Baseline Informatiebeveiliging Overheid) standards.
