Rwanda passport holders must obtain a pre-approved UAE visa before flying to Dubai as visa-on-arrival is not available; for a 5-day professional training, a 14-day single-entry tourist visa is suitable, with a grace period of 10 days for 30/60-day visas but not for multiple entries.
